CONSTITUTION AND BY-LAWS OF BASC ALUMNI ASSOCIATION
PREAMBLE
We, the alumni of the Bulacan Agricultural State College, imploring the guidance of our Almighty God, cognizant of the benefits of an organization that would serve and protect the interests of its members, aware of the opportunities for service by which the members can individually or collectively contribute to the realization of the goals and aspirations of the society, promote the vital role of the Alma Mater, do hereby ordain and promulgate this constitution and by-laws.
ARTICLE I – NAME
Section 1. This organization shall be known as “The Bulacan Agricultural State College Alumni Association, Inc.” a non-stock, nonprofit organization, hereinafter referred to as the Association, and shall be duly incorporated in accordance with the laws of the Republic of the Philippines.
Section 2. The Association shall adopt an association logo similar to the College’s seal, with appropriate modifications that shall symbolize its objectives.
ARTICLE II – OBJECTIVES
Section 1. The objectives of the Association shall be:

To foster quality work and reward distinctive achievements in the various professions engaged in by its members;

To promote communication among the members and thereby foster closes relationships and maintain friendly and fruitful cooperation;

To pursue programs and activities that contribute to agricultural and rural development;
-
To promote the common interests and welfare of its members.
ARTICLE III – MEMBERSHIP
Section 1. Members. There shall be three categories of members: Regular Members, Adopted Members, and Honorary Members.

Regular Members are all secondary college graduates of the Bulacan Agricultural State College;

Adopted Members are persons who, while in the regular employ of the College as a faculty member, but not otherwise qualified to be a member are elected as such;

Honorary Membership may be conferred on anyone who has made outstanding contributions to agriculture and rural development or has rendered distinguished service to the College or to the Association.
Section 2. Privileges of members – Each member in good standing shall be entitled to all of the following privileges:

Representation and participation in the annual general representative alumni assembly of the Association or in any of its standing committees;

A free copy of any publications of the Association;
-
Voting rights during elections of the members of the Board of Directors;
-
Any other privileges that may be granted by the Board of Directors.
ARTICLE IV – ORGANIZATION
Section 1. Structure. The Principal bodies of the Association shall be the Board of Directors, the Alumni Representative Assembly, the Chapter Association and the Secretariat. The Board of Directors may create such other bodies as may be necessary to carry out certain special purposes.
Section 2. Board of Directors. The operation and activities of the Association shall be managed by a Board of Directors consisting of 6 officers, 8 members and 1 ex-officio member. The administrator of the College may be invited to attend meetings of the Board from time to time to advise the Association.
Section 3. Alumni Representative Assembly. The assembly shall be composed of at least five members per class, who shall attend the annual business meeting of the Association.
Section 4. Chapter Association. The Association shall consist of 4 chapters, the Secondary/High School Chapter, the Bachelor of Science in Agriculture Chapter. Each Chapter shall elect its officers, adopt the Association’s Constitution and by-laws with appropriate modifications.
Section 5. Secretariat. The Executive Secretary and the secretary of each chapter shall compose the Secretariat. The Secretariat shall keep an up to date directory of members of the Association.
ARTICLE V – OFFICERS
Section 1. Officers. There shall be a President, Vice President, an Executive Secretary, a Treasurer, an Auditor, and a Public Relations Officer.
Section 2. Term of office. The elected officers shall hold office for a period of two years without re-election.
ARTICLE VI – MEETINGS
Section 1. Annual Business Meeting. There shall be an annual business meeting of the Alumni Representative Assembly to be held during the Foundation Day (June) on the College campus.
Section 2. Meetings of the Board of Directors. The Board shall have regular quarterly meetings on such date and place that it shall determine. Special meetings may be held whenever necessary, upon the call of the President on written request from at least three members of the Board of Directors.
ARTICLE VII – AMENDMENTS
Section 1. Procedure for amendments. Amendments to this constitution may be proposed by any member in good standing and shall be in the annual business meetings may be held whenever necessary, upon the call of the President on written request from at least three members of the Board of Directors.
ARTICLE VIII – EFFECTIVITY
Section 1. This Constitution shall take effect upon approval by a two-thirds vote of the Alumni Representative Assembly.
ARTICLE IX – TRANSISTORY PROVISIONS
Section 1. The officers and members of the Board of Directors shall continue to hold office until their successors shall have been elected and installed.
